Parallel flawed reasoning!

I'm having trouble understanding a certain flawed parallel reasoning question.
It's number 23 on the second LR of PT 23.
I narrowed it down to B and D, but not sure why D is not the correct answer.
Help, please!

In the original stimulus, there are two concepts: promoting highway safety and combating cigarette smoking.
Currently, more attention is given to one (highway safety), even though the other (cigarette smoking) is more prominent.

(B) parallels this by giving two issues: practicing guitar and practicing saxophone.
Currently, more attention is given to one (guitar), even though the other (saxophone) is more prominent.

(D) does give you two issues: practicing the backstroke and practicing the breaststroke.
However, the current situation is that they're doing what they should do: devoting more time to the one that is more promiment (the backstroke).
The problem there is that the original argument and (B) suggest a change in balance from one concept to another. (D) already has the correct balance, and the author suggests making the balance even MORE lopsided. That's not a parallel idea.
