Could someone please explain 21 in section 2? I got it right but it was more to luck rather than logical reasoning skills.

Find the conclusion (Hint: it is the first sentence). Now eliminate all the answer choices that misstate the conclusion ( A, C, E). Now you have to pick between B and D. Does D have anything to do with the question? No. So it is B.
The hard part is figuring out what the conclusion is, but just try and read through it a couple of times if you need to to see how the argument flows.
