sit/stand podium accommodation for LSAT

LSAC lists "sit/stand with podium" as a special accommodation that is available to those lucky enough to qualify. Apparently it's supposed to address a need for impaired test takers. Can somebody explain what type of impairment requires sitting/standing with a podium to take the LSAT? Can you also tell me if a microphone comes stock with the podium, and if you're allowed to talk into it during the test?
