June 2008 LR Questions

Can someone please explain the following:
First LR Section:
#24. cows and methane, is the reason why A is correct bc the poorer the diet the more methane cows produce and less meat/milk but more meat it produces takes away the production of the methane?
The second LR section:
#16 Max: building colonies on the moon, not really sure why A is right
#20:Can say why A is right but then again I can't bc they are saying they are more useful and reliable but if they are predicting rain more often and it doesnt rain on those days, i don't see how they are reliable.
