Does "depends on" introduce the necessary condition?

In thinking about this question to write this post, I've answered my own question, but I'll put it out here for others who may be interested...
I came across this in PT24 (Section 2, Question 23), where the stimulus essentially states that X depends on Y. At first glance, I thought that Y -> X, but after thinking about it, it's obvious that X -> Y, since X depends on something (Y) happening in order to be X. In other words, X can't just be X, it requires (depends on) Y.
