PT 52 Section 3 Question 20

I feel kind of stupid, because it appears people have asked questions all over this particular preptest and not s3 q20. Anyway, I am thinking that the reasoning behind C as opposed to E is just in C being more specific. Does anyone have a better explanation for C over E?
