June 2007 S2 Q22 help please

I see why D is correct, but I'm not sure why E isnt correct as well.

this was my reasoning: isolate politicians (IP) -> reduce chance res participation elicits a positive response (R%EPR) -> discourages res participation (DRP)

so shouldn't we be able to say (XDRP)->(XR%EDR)->(XIP) where X stands for does not.

Typing this out, I realize I can't state a causal relationship based on the above, so E is wrong. But based on the passage, can I make a conditional statement like I did above? Thanks.
