PT34 LG Rules Question - Game 4 - is this common?

PT34, Game 4 - Doctors at clinics - rules 3, 4, 5

The conditional statement in Rule 3 is useless right? It can't work? Is this common? I've done most of the games but have not specifically drilled grouping defined/moving. I was timing myself last night on this game and spent the first 2-3 minutes making long conditional chains and realized something was wrong.

Are there any other examples of this? The If/Then rule for the third rule is useful only if you make the deduction that the If can never happen?

Tricky! I recall one other game with a rule that can't be "triggered" so to speak - let me see if I can dig it up. But, nonetheless, it's uncommon.
