Resolve Apparent Discrepancy Question

Prep Test 29 Section 1 #10.

Can someone explain why D is the correct answer..

You need to find a cause that would explain why even the people who receive the vaccine exhibited some symptoms of hepatitis. Answer D does just that. It explain why both group exhibited the symptoms.
The vaccine only prevent but NOT cure hepatitis
