Why is the answer C. what if the chefs union made 20K each and the hotel managers made 26K each?

The argument assumes that the salaries of the two groups are either equal OR the Chefs' Union has a higher salary. (C) strengthens because if the chefs make more, on average, than the hotel managers, then 10% of what they make will be greater than 8% of what the hotel managers make.

Your hypothetical situation is saying the opposite of what C says - you're asking what happens if hotel managers made, on average, more than the chefs. I'm not sure what the purpose of this hypothetical was.. but you are trying to look for an answer that strengthens the conclusion.
