I've tried to understand Kaplan's explanation for questions 15-18, but I think I'm misinterpreting the game's rules. Can someone explain rule 2 (the rule I think I'm not grasping)? Thanks

I thought that this rule dictated that the group with the chairperson would have 3 people, while the other group had 2: 3/2. In the Kaplan explanation, it keeps saying something about having 3 (including the chairperson) would be too many people...but the questions deal with the committee with the chairperson.

For this game you can only select five members total and it breaks down into two groups (tenants and homeowners) with a 3-2 distribution.

The rule basically means the chairperson will be one of the people from the group of two. For example if you select two tenants and three homeowners, one of the two tenants must be the chairperson.
