While I can't remember the games from PT #11 (is one of them the barbarian tribes over a 5 year period or something?), the games have become a bit less funky in the newer era. Don't let bad results from these early games discourage you too much. However, it's good practice to think on your feet and outside of the box.

I was also confused by this game! But, I figured it out. Here is the way I solved it if you are curious.
The game starts with
QRST
LMNO
The game tells you that there are 3 plans that can be implemented in any orders. In other words, there are 6 different combinations.
Plan 1 is implemented first, then Plan 2 is implemented second.
Plan 1 is implemented first, then Plan 3 is implemented second.
Plan 2 is implemented first, then Plan 1 is implemented second.
Plan 2 is implemented first, then Plan 3 is implemented second.
Plan 3 is implemented first, then Plan 1 is implemented second.
Plan 3 is implemented first, then Plan 2 is implemented second.

Then you make a list accordingly:
Plan 1 + Plan 2 produces
QRST
Plan 1: LMNO
Plan 2: NOLM
Plan 1 + Plan 3 produces
QRST
Plan 1: LMNO
Plan 3: NOML
etc. etc.

Good timing, I was just redoing my old games, and I just did this a couple of hours ago, haha.
Anyways, don't let the weirdness bother you.
Setup:
QRST <== home row, unchangeable elements
_____
LMNO <== default row
---- <== after first switch
---- <== after second switch
Rules:
P1: Q <=> S
R <=> T
P2: S <=> T
P3: L <=> M

I just did this practice exam!
I actually got every question in this game correct, but I must admit that when I first saw it, I was intimidated and thrown off. I had to read the question several times.
I think the key thing is not to panic and calmly write down a hypothetical or two. That way, everything makes sense and you're not trying to work out everything in your head. For example, write down the basic configuration, and write the arrangement for every plan. Go from there.
