"But not otherwise" changes it from a sufficient condition to sufficient and necessary condition. They will allow her to leave if and only if they don't find out about her fellowship.

yes.
I realize you didn't ask for suggestions, but rather than try to memorize whether certain words signal necessary or sufficient it might be more helpful to understand why some are necessary and others are sufficient in case you get something that's a little different, like this "but not otherwise."
