PT 24, Section 3, #24

This principle parallel question is giving me a brain aneurysm! Could anyone elaborate on why the answer is decidedly D and not A. I see the merits for both and so I just can't see what's going on with A that bars it from being right...

The problem with A is that the principle says that the jobs must be open to everyone, while the answer choice says "most people".
