PT 32 help.

This is regarding the 3rd game.
According to the 3rd rule, O must be 1st/5th. In combination with the sixth rule, S must then be 3rd/7th (unless I misunderstood and I've read this a million times and don't believe that I have). Why then do questions 16 and 17 propose hypotheticals where S is 4th/6th? This is driving me nuts, any help would be appreciated.
