Question about Misconduct

I accidently bubbled in a section I wasn't supposed to be working on, and I'm pretty sure my proctor saw me do this. However, he did not say anything to me or anything else. If I did have a red flag on this test, is it correct to say that he would have had to notify me? Thanks so much for the help.
