I don'd understand why it can't be Mannequin 1: Red hat, Navy Jacket, Red Skirt, Red tie, Mannequin 2: Navy Hat, Yellow Jacket, Navy Skirt
You must use all 4 red articles of clothing. Take another look at the question stem.
Your proposed hypothetical would not include the red jacket.
