Why C is not right? If people are driving over 90 kph, then 55 miles is actually not working... is it?

The conclusion of the argument doesn't say that people are actually driving below 90 kph -- it says that the change has reduced the accident rate. Even if C were true, instituting a limit might have affected how some people drove, so the change might still be responsible for the reduction in the accident rate. Thus, the argument isn't seriously weakened (at least, not as weakened as it would be if D were true).
