PT 56, RC #19 has got me stumped. While I don't think another answer is more viable than e), I am not comfortable with e). The author of Passage A clearly views the Roma as "anomalous and special," but I cannot find this sentiment in Passage B. Passage A says that the issues is "particularly problematic" for the Roma. What am I missing in Passage B that shows the sentiment expressed in e)?

You're not looking for the Roma to be "anomalous and special," you're looking for their problems to be.

Passage B is all about how the Roma should be considered a minority, despite the fact that their circumstances don't fulfill every criterion he mentions -- in short, that they are a special case for international law.

Also, it's worth noting that the question is looking for the most accurate option of the five you're given, so the answer doesn't have to be perfect; it just has to be better than the other four.
