I'm really stuck on this question... Answer choices A doesn't seem too strong compared to B and E... Can somebody please explain why it's right while the others are wrong??

(E) passed into law --most--> supported

Choices B and E are incorrect because it hasn't yet been established whether or not this particular bill will be passed. On the other hand, the premise of the argument has established that the bill is unsupported by all leaders of major parties. Thus, we can plug A into the equation and infer that the bill will likely fail to pass:
new agriculture bill --> [strike]supported[/strike] --most--> [strike]passed into law[/strike]
