Help with preptest 18 game 2

If anyone is familiar with this preptest, I was wondering why "B" couldn't be the answer for number 10. Thanks.

This is due to rules two and five. If SO is in folder 1, FO must be in folder 2. If SO is in folder 4, FO cannot be in folder 1 (second rule).

Wow, looking at rule 5 as you said made everything clear. I totally just missed that when looking at the question. Thank you!
