The correct answer choice is (A) one. How can that be?
I mapped out several different options and my answer choice can vary-- from 2 days to even 4 days.
Option 1:
Monday: 1O
Tuesday: 1S
Wednesday: 2O and 1P
Friday: 3S and 3P
Option 2:
Monday: 1O
Friday: 3S and 3P
How were you able to determine that only in one day can at most 2 patches be made?

It sounds like you're misunderstanding the question. It's asking which of the days cannot have three batches in any acceptable solution. Only Monday has a maximum of two. Because of the third rule, at most, a batch of oatmeal and a batch of sugar could be made on Monday. On any of the other four days (Tuesday through Friday), a batch of all three types could be made. Hence, the answer is one (Monday).

On the same preptest, but question 19...if one of the answer choice was only Jiang, Would that be a possible correct answer?
