What the heck is this question exactly asking? I don't understand why the answer is 4. If someone could explain this, it would be great. Thank you.

The question is just asking how many different pairings for flight 4 there are within the realm of acceptable solutions. Among the pilots, only G and L can be assigned to flight 4. L must be paired with U (fourth rule), so that accounts for one acceptable pairing. G can be paired with any one of R, S, and T, accounting for the other three.
