Any help on PT 49 LR 1 #25?

How can "c" possibly be correct. The stim already specifically says that the reasons provided are the only reason for disclosure. Any help would be greatly appreciated.

The association requires Cecile to disclose if she: is authorized to disturb funds OR sits on the board of a petrochemical company. She is neither authorized nor does she sit. Therefore she has no REASON to disclose.

In order for her not have any reason to disclose, the two above conditions must be the only ones. Otherwise, she might have a reason to disclose outside of the association's requirements.

The stimulus doesn't use the word "reason" until the last sentence. This is a classic scope shift, and with more practice, you should be able to recognize this fallacy almost immediately.
