If somebody could tell me why C is wrong, I would really appreciate it!

The stimulus says that all countries that have permanent seats are in favor of increased international peacekeeping efforts. It then says that some countries that are in favor of increased international peacekeeping efforts oppose increased spending on refugees.

The countries that oppose increased spending on refugees could all be countries that do not have permanent seats. Answer C, therefore, cannot be inferred.
