Because his argument is based only a few examples and doesn't definitely prove anything.

Formalized, his argument looks like this:

Premise: past democratic government <--s--> ended up with oppression

Premise: past non-demo government <--s--> lots of political freedom

Conclusion: Democracy does not promote political freedom

------

If we simplified his argument into 'like' terms and condense the varibles, the logic is waaaay clearer to see:

P1: DemoGov <--s--> NOT PF

P2: NOT DemoGov <--s--> PF

THEREFORE: DemoGov does NOT promote PF

------

So basically, this guy is saying 'hey look, I saw a bird with wings yesterday and it couldn't fly (musta been a chicken..) and then i looked up at the sky and saw a rocket flying and it didn't have wings. From this I must conclude that wings don't really help things to fly.'

And therefore D.
