While I see why (D) is the correct answer, why can't (C) or (E) be correct choices as well?

because A often/99% of the time involves B, doesn't mean there are no exceptions.

C. musical ability is out of scope. the argument deals with "strong foundation" only.

E. again at the very least "good musicians" is out of scope. Even if it was "strong foundation" instead, it would directly contradict the argument since SF --> Ed
