This is the case where 6/8 students are giving oral speeches. I'm really confused about how they arrived at B for question 3...i don't understand why C,D, and E cannot also be correct?

To paraphrase the third rule, if N gives a report on Monday or Tuesday, then H and I must each give a report on the following day. Therefore, N and H cannot give reports on the same day as each other unless it's Wednesday.

Why can't it go, for example

M = O, H
T = G, L
W = R, I

I'm missing something obvious, but i don't know what. Not everyone has to present, why can't B C and E also be possible?

[CASE]
There are 8 students - GHLIKLNOR

Rules:
3 Days
Two reports each day, one in morning one afternoon
G -> Tuesday
(OvR) -> Morning
N(m/t) -> HI on following day

It sounds like you're misreading the question. It's not asking which of the various pairs could give reports on Wednesday. It's asking which pair, if assigned to one of the three days, would have to be assigned to Wednesday.
