Why is C wrong?

I saw the other thread on QWERTY but everybody seemed to have the last two answer choices to A and E whereas i had it down to C and E eventually choosing C.

Also, if anyone could explain 22. It's the ? about agreements, obligations, legal obligations, etc...

Re: QWERTY: Foreseeing that the problem would have been solved in the future wouldn't have done much to help them in the present. When in the future? The near future? Or, like, not until the widespread use of computer keyboards in the 1970s?

Doing it your way the roaring 20s would have become the stuck key 20s, the Depression would have started earlier and lasted longer, we would have lost World War II, and Europe would be called Big Germany today. Is that what you want?
