On PT 36, section 3 # 16 can somebody explain why D is the correct answer instead of A?

I know I got the sufficient and necessary conditions mixed up and was wondering why I did mix them up.

R = complex reasoning
B = changes in behavior
You need an assumption for this statement to be valid:
"But since experiments show that reptiles are incapable of making major alterations in their behavior,[..], these animals must be incapable of complex reasoning."
which is ~B > ~R
or R > B
answer A says:
it says B only if R..meaning if B then always R.
B > R
or ~R > ~B
and answer D says: (correct answer)
R > B
or ~B > ~R
