LR section II question 15- Dec. test

What is the key term that shifts illicity? Is it anarchy? I would assume it is because in the beginning the author states that anarchy is, "the absence of government" and at the end says it "countenances chaos." (A) is the answer to the question, I'm just not sure if my reasoning is right. Thoughts?

Funny, I just worked on that question with someone. Yes, that seems to be the illicit shift. It's definitely not the most tempting right answer -- my student got tricked by (E). I though the assumption, in plain words, was "who's to say that anarchy countenances chaos?! Maybe anarchy leads to real peace once people throw off the chains of government...."
