He robbed me 30 dollars. I sent him several emails asking for a refund of my canceled order since Dec 2009, and no one replied. What should I do?

Same thing happened here. I ordered his material over a month ago and never received his products. I sent three follow-up emails requesting an update but all went unanswered.
