Submitting "why X" to Georgetown/Northwestern

I have not been WL or rejected yet but have interviewed at both and 2 months later have no decision. I am planning on submitting "why X" statements to both. What's the right way to do this? Do I just email the admissions office, let them know I strongly want to attend, and attach the letter?

Yes. For the one school I did this, I just said in the body of the email that I would like to include an additional addendum to my application.
