Canadian Student going to American Law School

I am currently in my third year at a top Canadian University. I have a few questions.
1. Do American Schools care about upward trend? Currently in third year and it stands as:
year 1: 2.5
year 2: 3.1
year 3: 3.5
2. How much emphasize is put on the LSAT? I heard that applying from Canada, they care more about the LSAT score. I am aiming for a 175
3. How much does the Personal statement matter? In Canada, most of the decision is based on numbers without much weight on character.
4. I want to enter a top law school on west coast, any suggestions? Do you think UCLA is likley for me?
