I don't see why you would wait.. the UVA thing is a done deal, there is no reason (if done nicely) that you should wait. Unless you want to Penn over UVA regardless of the $$ -- but even then, you are already in, not much to lose.

Definitely apply for the Penn scholarship. At the very least you can take it back to UVA and ask them to increase based on what Penn gives you.
What are your goals? Penn is probably safer unless UVA is significantly cheaper or you really want the South.

How far off is the named scholly deadline? I am nervous that if you apply you will send the signal that that's enough for you to attend, from a negotiating standpoint.

The deadline's next Monday. I didn't want to apply because the most I can get from this particular scholarship is 60k less than what UVA has offered me. I would go to Penn if it matches the scholarship offer but I'm not sure if applying for this scholarship is a good idea if I want to negotiate...

Last year Penn negotiated up from the putative named scholarship caps in at least two cases I know of but a UVA offer probably isnt enough leverage. I would send them your UVA offer now and apply for the Penn scholly, then negotiate again with final offers from Penn and CCN.
