Illinois residency requirements?

What are the requirements to be considered a resident for Illinois? I'm considering taking a job in Chicago but wouldn't be submitting applications until the fall.
Also, does Illinois look more favorably on "in state" students?

Residency is determined by the Office of Admissions and Records (OAR) which bases its decision on if the applicant has lived in Illinois for 12 months prior to matriculation in a program or if one of the student's parents resides in Illinois. Admitted students may petition for residency in the state of Illinois; residency is determined by the University's Office of Admissions and Records.

Yeah, to be honest I didn't think it was so cut and dry, but compared to other schools' requirements and processes, Illinois' was pretty easy. I had moved about a year and a half before applying, so it should've been easy but still, I didn't even have to fill out any forms. Compared to my undergrad institution, which was going to make me fill out two dense forms and send tax docs and parental info, it was ridiculously easy.

I would be moving there in July, applying in September/October, (hopefully) matriculating the following year. So all would be good, right? Do you know if Illinois prefers residents in the application process?

There aren't quotas at Illinois like there are at other schools, I know that. But they might think you're more likely to attend, which might lead to more favorable decisions.
