Can I negotiate merit aid from UCLA?

So UCLA is my top choice but I have yet to receive any merit aid. The only peer school I have been accepted is USC but have not received any financial information. UC irvine gave me 15k in merit but i doubt thats good leverage. IN short, does anybody know how I can get merit or if I can even negotiate?
