reapplying to the same schools with a better GPA

Thoughts?
Assuming someone retakes and only gets the score they received the last time. So basically, higher GPA, same LSAT, would it hurt them?
For example. Would someone be penalized for being rejected from Cornell because of a low GPA and then reapplying with the same LSAT (median at Cornell) and median GPA?
