Your LSAC account is good for several years (LOR included), as far as I know. I think mine is good till 2014 or something?
from a personal standpoint, I would definitely go for the person who knows you better and is going to say more specific good things about you, especially since your boss's boss may not be well-known to ad comms. also i think they usually say they prefer letters from people closer to you than from impressive people (unless it's like current/former president level of impressive).
