When would you submit WHY essays??

Would it be advisable to submit WHY essays to reach schools? target schools? safety schools?
For example, if UIUC is a target school for me, and they have a WHY essay section, should I submit one?
What if a different target school, like BU for example don't have specific WHY essays, should I still submit one or not?

I have re-read your messages and you seemed to be hinting at the fact that I would get rejected at all of the top schools I'm aiming for. Also, just to let you know, I've only applied to 2 out of 28 schools. I'm having a hard time understanding why someone would send an applicant who is already worried about their numbers such a discouraging message.

Sorry, but I recommended that you apply to the bottom half of the T-14 along with some other T-20 law schools. I believe you have a 169/160 LSATs & a 3.4 GPA. I also suggested EA to Cornell & ED to Penn.
