Yes.
But it isn't the reason in all cases.
Also very correct. But in some cases it is all just to increase their yield.

I've heard that if you are just outside the school's range, either above or below, they will grant you a fee waiver. But if you are right in their range, they won't because you will likely apply anyway.

I honestly think that we have no idea what the reason is. I'm a URM in William & Mary's range and got a fee waiver from them and last year I got WLed. However, I got into CLS, but wasn't granted a fee waiver, even though there were some people with comparable numbers to mine who got fee waivers and were WLed or rejected. I got fee waivers to two other schools for which my numbers were low, but I got accepted.
