U Maryland Numbers

Does anyone know why U Maryland's acceptance rate is so low despite the numbers they have? Acceptance hovers around 18%, but they still have an LSAT range of only 157-163 and a median of 161. GPA range is 3.3-3.7. Does U Maryland attract a lot of unqualified applicants or am I missing something? I'm interested in applying and my numbers are safely within both ranges.

Most likely, either:
1. Maryland may have an instate quota, and cannot accept all of the out of state applicants who apply
2. A lot of people in Maryland want to go to law school, and a high number of applicants does not equal a high number of highly qualified applicants.
Those are my thoughts.

Probably due, as the above poster suggested, to in-state mandates. Several non-top 30 law schools have low acceptance rates:
Hawaii--20%
New Mexico--21%
Georgia State--18%
UNLV--18%
Baylor--17%
North Carolina Central--19%
Florida State--22%
American--21%
Wisconsin--21%

So I emailed U Maryland Law and admissions claims that there is no percentage of the class specifically reserved for in-state students. I guess I'll throw an app their way..hope its not a waste of $70.
