Two of the top 6 law schools are public. Hell, one is a community college. I don't think University of Chicago and NYU would be T6 if there was any stigma.

In the US higher education started out as a private sector sort of thing, the oldest universities (and thus most wealthy and established schools) are private and religious or just private. William & Mary is the big exception, but for it's true for the most part. But to say the private aspect, rather than the history of wealth and privilege is a distinction is probably BS.
UC Berkeley was founded in 1848
Stanford was founded in 1891
as far as "lay prestige" throughout the world, UCB gets the nod over Stanford... though that's not the case in law specifically
UCLA has greater "lay prestige" than USC, and usually has better law employment to boot
UCLA was founded in 1919
USC was founded in 1880
in both cases the public university does as well if not better overall w/ much smaller endowment
of course you look at Yale and Harvard founded in 1701 and 1636 respectively, have had quite a head start
