If I take the LSAT during the summer of my senior year and want to apply before graduating in December, is that ok or do I have to just wait for final grades to hit my transcripts before I apply?

Yes, it's actually recommended that you take the LSAT the summer of senior year (unless you plan on taking time off). You apply during your senior fall and must provide a final transcript proving you graduated the summer before you enter law school.

It is typical to apply before you graduate. You just need to update LSAC with your grades upon graduation.
For example, people often will apply during the Fall of their senior year, then receive acceptance midway through their senior year.
