Negotiating Scholarships After First Year

I read somewhere that if you get high 1L grades, you can negotiate for a higher scholarship.

Is that true? If so, why?

Idk exact schools that will do this but I have heard that if you try to transfer, the school will offer a higher scholarship.

I don't know about negotiating, but seems like most schools have various smaller awards you can apply for after 1L. Probably really competitive, though.
