Cornell Dean's Scholarship

I was wondering if anyone had any idea what kind of numbers one needs to be competitive for this scholarship? Is it even numbers based past a certain point, i.e. once you're invited to apply, do softs/essays matter just as much? Any info about this scholarship would definitely be appreciated!

Looks like 5 of them on LSN last cycle:
3.9/171, 3.9/172, 3.86/173, 4.0/173, 3.81/175

It appears to require high numbers as well as softs.
