I've read that 1L's apply for Law Review at the end of the year, so I was wondering how/if transfer 2L's can still join Law Review? Or do they need to wait until 3L year? Thanks!

Depends on the school. Some allow transfers to write-on, some don't.

Typically, yes. Many schools require you to participate in the write-on competition along with their 1L class (usually right after exams, but the schedule at your school could conflict). Some schools hold separate write-ons for transfers later in the summer (NYU, GULC come to mind).

Still, your odds of getting LR as a transfer aren't great, and you will probably end up on a secondary journal. This is why it is important to make a big enough jump to justify giving up LR at your old school.

Also, if you try to write on at many schools (like Harvard), you will have to participate in the write-on competition before you know whether they have accepted you as a transfer student. That seems like a lot of work for something that could mean nothing at all if you don't in.

Edit: This is one the reasons I didn't apply to transfer. That, and the ridiculous cost of attendance at Harvard.
