Can Transfer 2L's apply for Law Review?

I've read that 1L's apply for Law Review at the end of the year, so I was wondering how/if transfer 2L's can still join Law Review? Or do they need to wait until 3L year? Thanks!

Depends on the school. Some allow transfers to write-on, some don't.

Typically, yes. Many schools require you to participate in the write-on competition along with their 1L class (usually right after exams, but the schedule at your school could conflict). Some schools hold separate write-ons for transfers later in the summer (NYU, GULC come to mind).
Still, your odds of getting LR as a transfer aren't great, and you will probably end up on a secondary journal. This is why it is important to make a big enough jump to justify giving up LR at your old school.

+1
Also, if you try to write on at many schools (like Harvard), you will have to participate in the write-on competition
before you know whether they have accepted you as a transfer student. That seems like a lot of work for something that could mean nothing at all if you don't in.
Edit: This is one the reasons I didn't apply to transfer. That, and the ridiculous cost of attendance at Harvard.
