Can I send in a LOCI to schools that have made no decision?

This is particularly for Cornell and Vandy who I have no heard from in several months..is it wise to send a LOCI or will this just hurt my chances?

Ditto. The school I sent it to is a reach as it is so I had nothing to lose really.

I sent a LOCI when I hadn't heard from a school for several months. A few weeks later I received a waitlist. My numbers were below median so I like to think the LOCI may have helped prevent a straight rejection.
