During your summers, how much money can you expect to make? I know SA positions get up to 3000 a week but what do RA's get? What does a smaller firm position pull in? As I budget for my summers, what can I expect?

I think SA salary is pro-rated to the annual salary, so that's why biglaw pays $160k/50 = $3000/week. You can probably estimate smaller firm SAs with that rule of thumb.

And summer work is more common (and usually expected) for the 2L and 3L summers?

If you're not at a T-10 or so, you can expect no pay your first summer. If you get paid, awesome, but don't expect it.
