If you submit your transcript to LSAC before any first-semester senior-year grades come in, only your first three years will be submitted to law schools. Some schools do ask applicants to send in updated grades from the fall semester, though.

Not necessarily. I applied fairly early (10/31) and am still waiting on decisions from four schools. Many people don't apply until January, and some not even until February. Applying earlier gives you an advantage, but it's certainly not a given thing that you will hear back by January.

I had another grading question, I'm just going to tack on here if you don't mind.

If I want to up my gpa and I have an off term (summer for example) can I take a class at local state school and get an A and use that to up my LSDAS gpa?

LSAC will take all undergraduate coursework up until you earn your first bachelors degree. So if you have not yet completed a BA or BS, you are free to GPA boost whenever and however you wish. Otherwise, no dice.

Yep, still a junior. I asked because I really would rather spend the summer at home taking classes than 1000 miles away taking classes. Also my school is one of the top 5 in the country known for grade deflation . (I know! I don't know why my college hates all graduate school applicants)
So I'll get on that this summer

If your school is truly widely regarded for grade deflation (UChicago comes to mind), then most law schools will recognize this. That's not to say that it will affect your admissions cycle positively, but it can't hurt.
